Ganti Lahan Kompensasi Kawasan Hutan Terus Berproses, PLN Komitmen Selesaikan Kewajiban IPPKH
Bandung Barat, JURNAL TIPIKOR – PT PLN (Persero) Unit Induk Pembangunan Jawa Bagian Tengah (UIP JBT) terus melanjutkan proses penyelesaian pembebasan lahan kompensasi sebagai kewajiban pemegang Izin Pinjam Pakai Kawasan Hutan (IPPKH) atas penggunaan kawasan hutan untuk kepentingan pembangunan PLTA Cisokan. Saat ini, proses pembebasan telah mencapai tahap musyawarah harga kepada pemilik calon lahan kompensasi di tiga desa yaitu Desa Ciptaharja, Kecamatan Cipatat, serta Desa Nanggeleng dan Desa Sirnaraja Kecamatan Cipeundeuy Kabupaten Bandung Barat.
Diketahui, melalui IPPKH yang telah diterbitkan oleh Kementerian Lingkungan Hidup dan Kehutanan (KLHK), PLN memiliki kewajiban untuk menyediakan dan menyerahkan lahan bukan kawasan hutan seluas 818 Hektar sebagai pengganti lahan kompensasi sesuai dengan ketentuan peraturan perundang-undangan. Hingga saat ini, PLN telah berhasil menyerahterimakan lahan kompensasi seluas 152 Hektar kepada KLHK. Sementara itu, lahan seluas 532 Hektar telah berhasil dibebaskan. Sedangkan sisanya sebanyak 133 Hektar masih dalam tahap pembebasan lahan yaitu musyawarah harga.

General Manager PLN UIP JBT, Djarot Hutabri EBS mengatakan bahwa PLN senantiasa menjalankan komitmen serta kewajiban PLN terkait penggunaan kawasan hutan. Dirinya tak menampik bahwa cukup banyak tantangan untuk membebaskan lahan yang begitu besar.
“Selain sebagai komitmen pemenuhan kewajiban kami sebagai pemegang IPPKH, ini juga bentuk tanggung jawab kami dalam lingkungan dengan menjaga ekosistem alam,” terang Djarot.
Djarot mengatakan timnya menargetkan untuk menyerahterimakan seluruh lahan seluas 665 Hektar kepada KLHK pada semester 1 tahun 2024. Tercatat, calon lahan kompensasi berada di beberapa titik, yaitu 3 Kecamatan (7 desa) di Kabupaten Cianjur yakni Kecamatan Sukanegara, Kecamatan Campaka dan Kecamatan Cibeber. Sementara di Kabupaten Bandung Barat terdapat 2 Kecamatan (3 desa) yakni Kecamatan Cipatat dan Kecamatan Cipeundeuy.

“Adanya tantangan di lapangan tidak menyurutkan kami. Upaya terbaik terus kami jalankan sedikit demi sedikit agar setiap proses dapat berjalan dengan baik dan benar. Kami akan terus menjalankan kewajiban kami,” kata Djarot. (*)
