Kami Hanya “Debt Collector” Buat Negara Tagih Komitmen Perusak Hutan
Bandung, Jurnaltipikor.com l Banyak perusahaan plat merah alias BUMN yang ternyata membangkang kebijakan pemerintah. Apa yang mereka lalukan hanyalah mengeruk keuntungan tanpa memperdulikan kewajiban yang harus dipenuhi.
Dari sekian banyak kasus, kewajiban kehutanan terbilang paling banyak diabaikan oleh perusahaan-perusahaan tambang maupun non tambang. Contoh, kewajiban memenuhi lahan kompensasi atas penggunaan kawasan hutan oleh mereka.
Sebagai contoh, BUMN PT Semen Indonesia (SI) dan PT PLN yang sampai saat ini lari dari kewajiban memenuhi lahan mengganti kompensasi atau mengganti hutan dengan hutan atas kepentingan industri mereka.

Karena perusahaan-perusahaan tersebut nyatanya mangkir dari kewajiban kehutanan, lalu yang mereka berupaya melobi oknum-oknum pemerintah agar tidak dijatuhi hukuman atas pelanggaran hukum yang mereka lakukan.
Ribuan hektar lahan hutan yang mereka gunduli untuk kepentingan industri, baik pertambangan maupun produksi listrik, sampai saat ini tidak digantinya dengan hutan baru melalui mekanisme lahan kompensasi yang regulasi hukumnya telah dikeluarkan pemerintah melalui Kementerian Lingkungan Hidup dan kehutanan (KLHK).
Menteri LHK telah mengeluarkan kebijakan Izin Pinjam Pakai Kawasan Hutan (IPPKH) Nomor P.27/Menlhk/Setjen/Kum.1/7/2018 tentang Pedoman Pinjam Pakai Kawasan Hutan.
Pegiat Lingkungan dan Anti Korupsi, Agus Satria mengatakan, sekiranya aparat pemerintah tumpul dalam mengatasi para pengemplang kewajiban kehutanan atau ada tukartambah bernuansa Korupsi maka giliran masyarakat yang maju.
Sebab, tegas dia, masyarakat pun hak untuk menuntut siapapun termasuk para pelaku industri yang telah merampok aset alam yang sangat dibutuhkan untuk keberlangsungan kehidupan manusia dan mahluk lainnya.
“Ketika hutan hilang, disulap jadi pertambangan atau PLTA seperti yang dilakukan PT Semen Indonesia dan PLN, berarti oksigennya juga hilang dan Habitat terancam, padahal itu adalah sumber kehidupan seluruh mahluk hidup di muka bumi ini. Sedangkan hutan yang mereka babat tidak kunjung diganti,” ungkap Agus, kepada Media Tata Ruang.
Dengan demikian, kata Agus, pihaknya selaku perwakilan masyarakat siap menggeruduk baik vertikal ataupun horizontal kepada pelaku industri yang telah merampok aset kekayaan alam.
“Kami juga siap menjadi “debt collector”-nya pemerintah yang sepertinya tak berkutik di depan para pelaku industri, para pemilik segunung uang itupun uang rakyat,” ujar Agus.
Ia meminta Pemerintah agar jangan pernah takut terhadap para penguasa BUMN yang mangkir dari kewajiban kehutanannya itu. Bahkan pemerintah jangan takut untuk memecat para eksekutif BUMN atau Direktur yang kerjanya hanya melobi oknum-oknum pemerintah agar modus jahatnya berkelit dari kewajiban kehutanan berlangsung mulus.
“Kalau pengusaha dan orang-orang pemerintahan itu ternyata kongkalikong, sekalian kita bongkar lumbung-lumbung transaksional yang merugikan negara, terutama di tubuh KLHK,” pungkas Agus.(*)
