KPK Periksa PLH Kadishub Kota Bandung terkait Kasus Korupsi Program Bandung Smart City
“Pemeriksaan dilakukan di Gedung Merah Putih KPK, Kuningan Persada, Kavling 4 Jakarta Selatan,” ujar Kabag Pemberitaan KPK Ali Fikri dalam keterangannya, Jumat (19/5).
Ricky Gustiadi akan diperiksa untuk melengkapi berkas penyidikan Wali Kota nonaktif Bandung Yana Mulyana. Dalam kasus ini Yana Mulyana dijadikan tersangka bersama Kepala Dinas Perhubungan (Dishub) Bandung Dadang Darmawan, Sekretaris Dishub Bandung Khairul Rijal, Direktur PT Sarana Mitra Adiguna (PT SMA) Benny, Manager PT SMA Andreas Guntoro, dan CEO PT Citra Jelajah Informatika (PT CIFO) Sony Setiadi.
Wakil Ketua KPK Nurul Ghufron membeberkan awal mula mereka menerima suap. Sekitar Agustus 2022, Andreas Guntoro dan Sony Setiadi menemui Yana Mulyana di Pendopo Wali Kota. Mereka berharap mendapat poyek pengadaan CCTV pada Dinas Perhubungan dan Dinas Komunikasi dan Informatika Bandung. Pertemuan tersebut difasilitasi Khairul Rijal.

Kemudian pada Desember 2022 Sony Setiadi kembali menemui Yana Mulyana bersama dengan Khairul Rijal. Dalam pertemuan ini ada pemberian sejumlah uang dari Sony kepada Yana dan Dadang untuk mengondisikan agar PT CIFO mendapat proyek pengadaan jasa internet di Dishub Bandung.
Penerimaan uang terjadi melalui Rizal Hilman selaku sekretaris pribadi sekaligus orang kepercayaan Yana Mulyana. Namun KPK tak merinci nominal uang yang diberikan Sony kepada Yana dan Dadang.
“Atas pemberian uang tersebut, PT CIFO dinyatakan sebagai pemenang proyek penyediaan jasa internet (ISP) di Dishub Pemkot Bandung dengan nilai proyek Rp2,5 miliar,” kata Ghufron.
Yana Mulyana Minta Fasilitas Berlibur di Thailand
Tak hanya itu, Ghufron menyebut, sekitar Januari 2023, Yana Mulyana bersama keluarga menerima fasilitas berlibur ke Thailand dari PT Sarana Mitra Adiguna (PT SMA). Saat itu Kepala Dinas Perhubungan Bandung Dadang Darmawan dan Sekretaris Dinas Perhubungan Bandung Khairul Rijal juga turut serta.

Yana juga menerima sejumlah uang dari Andreas Guntoro melalui Khairul sebagai uang saku. Uang saku itu digunakan Yana untuk membeli sepasang sepatu merek LV.
Tak hanya Yana, Kepala Dinas Perhubungan Bandung Dadang Darmawan juga saat itu menerima uang dari Andreas melalui Khairul karena memerintahkan pengubahan termin pembayaran kontrak pekerjaan jasa internet (ISP) senilai Rp 2,5 miliar dari tiga termin menjadi empat termin.
Setelah itu disepakati adanya pemberian uang untuk persiapan menyambut lebaran 2023 ini.
“Diperoleh informasi, penyerahan uang dari SS (Sony Setiadi-CEO PT Citra Jelajah Informatika (PT CIFO)) dan AG (Andreas) untuk YM (Yana) memakai istilah ‘nganter musang king’,” kata Ghufron.

Sebagai bukti awal penerimaan uang oleh Yana Mulyana dan Dadan Darmawan melalui Khairul Rijal senilai sekitar Rp 924,6 juta.
“Dari hasil pemeriksaan, tim KPK juga mendapatkan informasi dan data adanya penerimaan uang lainnya oleh YM selaku Wali Kota Bandung dari berbagai pihak yang masih akan terus di dalami lebih lanjut,” kata Ghufron.
Yana, Dadang, dan Khairul yang dijerat sebagai penerima suap disangka melanggar Pasal 12 huruf a atau Pasal 12 huruf b atau Pasal 11 UU Nomor 31 Tahun 1999 sebagaimana telah diubah dengan UU Nomor 20 Tahun 200 tentang Pemberantasan Tindak Pidana Korupsi Jo Pasal 55 ayat (1) KUHP.
Sementara Benny, Sony, dan Andreas selaku pemberi disangka melanggar Pasal 5 ayat (1) huruf a atau Pasal 5 ayat (1) huruf b atau Pasal 13 UU Nomor 31 Tahun 1999 sebagaimana telah diubah dengan UU Nomor 20 Tahun 2001 tentang Pemberantasan Tindak Pidana Korupsi Jo Pasal 55 ayat (1) KUHP.
