LEBIH DEKAT DENGAN MASYARAKAT, POLDA JABAR BERSAMA JAJARANNYA LAUNCHING PROGRAM POLISI RW
Bandung, JURNAL TIPIKOR—Inovasi tanpa henti terus dilakukan oleh Kepolisian untuk meningkatkan kualitas pelayanan publik khususnya di wilayah hukum Polda Jabar, salah satunya dengan program Polisi RW ini, dimana Polri dituntut untuk menciptakan suasana kondusif di tengah kehidupan masyarakat (cooling system), melaksanakan pemolisian dalam bentuk Polisi RW.
Kegiatan launching program Polisi RW dihadiri oleh Kabaharkam Polri Komisaris Jenderal Polisi Dr. H. Mohammad Fadil Imran, M.Si., Kakorbinmas Polri Irjen Pol. Hary Sudwijanto, Kapolda Jabar Irjen Pol Dr.Akhmad Wiyagus, S.I.K., M.Si.,M.M., didampingi oleh Gubernur Jawa Barat, Wakapolda Jabar dan Pejabat Utama Polda Jabar beserta Forkopimda Jabar, ditandai dengan “apel Polisi RW Polda Jabar” yang digelar di halaman Gedung Sate, Jl Diponegoro, Kota Bandung, Senin (15/5/2023).
Konsep Polisi RW yaitu memungkinkan terjadinya interaksi untuk memecahkan masalah secara bersama dan saling mengembankan sikap yang positif, memberikan kesempatan untuk saling memahami akan layanan yang dibutuhkan, menyadarkan komunitas pada posisinya yang sedang dilayani oleh Polisi, membuka peluang untuk bekerja bersama – sama komunitas, berusaha untuk mengendalikan masalah yang terdapat didalam komunitas serta menerapkan prinsip community policing akuntabilitas.

Dalam penyampaiannya, Kabaharkam Polri menjelaskan bahwa lahirnya Polisi RW ini merupakan bagian dari arahan Kapolri yang menterjemahkan perintah Presiden RI agar Polisi lebih dekat dengan masyarakat, sehingga sosok Polisi sebagai pelindung, pangayom Juga pelayan masyarakat bisa terwujud.
“Bagaimana caranya? Tentu Polisi harus hadir ditengah – tengah masyarakat yang berbasis komunitias yang paling mikro adalah RW, dimana tugas Polisi RW adalah untuk membuat aman, damai dan sejuk di wilayah RW tersebut dengan cara security assesment, dengan cara berkolaborasi bersama, dengan respon cepat untuk memberikan problem solving dengan permasalahan yang muncul di RW tersebut,” ucapnya.
Adapun rangkaian acara peresmian Polisi RW se-Polda Jabar ini ditandai dengan penekanan sirine oleh Gubernur, Kapolda Jabar, Irjen Pol Dr Akhmad Wiyagus, dan Kasdam III Siliwangi, Brigjen TNI Agus Saepul, S.Sos., M.M., dilanjutkan dengan memasangkan rompi dan pet kepada tiga orang personel Polri sebagai perwakilan. Pada kegiatan tersebut turut dihadiri oleh Kabaharkam Polri Komjen Pol Fadil Imran.

Kabaharkam Polri Komjen Pol Fadil Imran, berkesempatan melakukan dialog dengan seorang ketua RW di Kota Bandung. Fadil menanyakan situasi keamanan di wilayah ketua RW tersebut.” Polisi RW di lingkungan Bapak sudah bersilaturahmi? Siapa namanya? Sudah berapa kali datang? ,” tanya Fadil kepada ketua RW tersebut, yang kemudian dijawab “sudah, dilaksanakan dengan baik oleh Polisi RW” ujar ketua RW.
Tidak hanya berdialog secara langsung, Kabaharam Polri juga turut berdialog secara daring dengan RW serta anggota yang bertugas menjadi Polisi RW diseluruh wilayah Jawa Barat, sekaligus menanyakan situasi serta kegiatan apa saja yang sudah dilakukan dengan Polisi RW di wilayahnya.
“Selalu jalin kerjasama yang baik dan libatkan seluruh organisasi di masyarakat seperti karang taruna serta pemecahan masalah dengan baik dan bersama-sama, sehingga kita dapat mencegah munculnya gangguan kamtibmas serta aktifkan kembali siskamlingnya supaya berjalan dengan baik kerjasamanya,” ucap Kabaharkam Polri.

Perlu diketahui ada 52.000 RW dijawa barat ini dengan Polisi berkisar 30.125 orang, semoga situasi dapat kondusif dengan kerjasama, baik TNI Polri Pemerintah Daerah hingga masyarakat, demi menciptakan situasi yang aman dan kondusif. Intinya bukan dalam hal penegakan hukum, namun keberhasilan Polri juga terlihat, dimana ia mampu mengatasi atau mencegah kejahatan serta mampu mengatasi permasalahan Kamtibmas yang terjadi dilingkungan masyarakat.
