Bengkulu, JURNAL TIPIKOR – Realisasi belanja Pemerintah Provinsi (Pemprov) Bengkulu menembus kisaran 80–85 persen, menandai kinerja keuangan daerah relatif terjaga meski sejumlah organisasi perangkat daerah masih terkendala teknis.
Pemprov Bengkulu mencatat serapan anggaran Organisasi Perangkat Daerah (OPD) mencapai 80 hingga 85 persen hingga pertengahan Desember.
Capaian ini dinilai cukup positif menjelang penutupan tahun anggaran.
Untuk memastikan efektivitas pelaksanaan program, pemerintah provinsi melakukan evaluasi menyeluruh terhadap kinerja organisasi perangkat daerah. Evaluasi difokuskan pada pemetaan hambatan dan percepatan realisasi belanja.

Asisten II Sekretariat Daerah Provinsi Bengkulu, Raden Ahmad Denni, mengatakan evaluasi menjadi instrumen untuk menilai kesesuaian program dengan perencanaan awal.
“Evaluasi ini untuk mengukur efektivitas kerja OPD. Memang masih ada beberapa data penyerapan hingga November yang belum sepenuhnya terinput, namun percepatan terus kita dorong,” ujar Denni.
Hasil evaluasi sementara menunjukkan sekitar 16 organisasi perangkat daerah masih berada pada kategori serapan rendah atau zona merah.
Namun kondisi tersebut, menurut Denni, tidak selalu mencerminkan lemahnya kinerja.
“Rendahnya serapan ini bukan semata karena keterlambatan kerja. Ada kendala teknis seperti gangguan jaringan atau sinyal, serta usulan kegiatan yang masuk melewati batas waktu yang telah ditentukan,” jelasnya.

Meski menghadapi kendala, Denni menilai tren penyerapan anggaran Pemerintah Provinsi Bengkulu secara umum bergerak ke arah positif. Realisasi di atas 85 persen dinilai masih dalam koridor sehat.
Untuk mencapai 100 persen memang cukup berat karena banyak faktor. Namun jika sudah di angka 85 persen, itu sudah bisa dikategorikan sebagai capaian yang baik,” tegasnya.
Ia mengingatkan seluruh organisasi perangkat daerah segera menuntaskan administrasi dan mengajukan pencairan anggaran sesuai ketentuan waktu yang berlaku.
“Kami mengimbau seluruh OPD agar mengajukan pencairan dana paling lambat 25 Desember. Setelah tanggal tersebut, pengajuan pencairan tidak dapat lagi diproses,” pungkasnya.
