BANDUNG, JURNAL TIPIKOR — Menjelang tutup tahun 2025, kelompok masyarakat sipil Aktivis Anak Bangsa memberikan catatan kritis dan “Rapor Merah” terhadap kinerja Wali Kota Bandung, Muhammad Farhan.
Setelah 10 bulan menjabat sejak dilantik pada Februari lalu, kepemimpinan Farhan dinilai gagal menyentuh substansi persoalan kota dan justru terjebak dalam kegaduhan politik serta skandal hukum yang mencoreng marwah Kota Kembang.
Koordinator Aktivis Anak Bangsa, Adhie Wahyudi, menegaskan bahwa slogan “Bandung UTAMA” (Unggul, Terbuka, Amanah, Maju, Agamis) kini menjadi ironi di mata publik. Hal ini diperparah dengan penetapan status tersangka Wakil Wali Kota Bandung, Erwin, oleh Kejaksaan Negeri terkait dugaan korupsi pengadaan barang dan jasa.
“Penetapan tersangka Wakil Wali Kota hanyalah puncak gunung es dari buruknya integritas birokrasi di bawah nakhoda baru. Kami melihat integritas Pemkot Bandung berada di titik nadir. Ini bukti nyata lemahnya pengawasan internal dan gagalnya reformasi birokrasi yang dijanjikan,” tegas Adhie dalam keterangan pers di Bandung, Kamis (18/12).

Adhie memaparkan data Survei Penilaian Integritas (SPI) dari KPK yang menempatkan Kota Bandung pada skor 69 (Kategori Rawan). Angka ini menjadi alarm keras akan potensi korupsi masif di internal pemerintah kota.
“Bukan hanya soal proyek, data menunjukkan titik rawan pada mutasi dan promosi jabatan. Kami menduga praktik ‘jual beli kursi’ dan budaya setoran masih langgeng. KPK sudah memberikan lampu merah; jika Wali Kota tidak berani bersih-bersih, Bandung akan terus terjebak dalam siklus korupsi yang sama,” tambah Adhie.
Tiga Dosa Besar Kegagalan Kinerja
Selain isu integritas, Aktivis Anak Bangsa menggarisbawahi tiga poin kegagalan fundamental kepemimpinan Farhan:
- Kepemimpinan Seremonial: Wali Kota dinilai lebih gemar melakukan aktivitas simbolis seperti gunting pita dan panggung hiburan (pencitraan media sosial) ketimbang eksekusi kebijakan teknis yang berdampak langsung.
- Lemahnya Pengawasan Wilayah: Munculnya kasus kasino ilegal di kawasan Kosambi menjadi bukti telak Pemkot “kecolongan” di pusat keramaian kota.
- Stagnasi Masalah Klasik: Penanganan sampah belum menyentuh volume harian secara signifikan, sementara banjir cileuncang tetap menjadi momok warga saat musim hujan tanpa solusi konkret.

“Kami akan melayangkan mosi tidak percaya. Pekan depan kami turun ke jalan untuk menagih janji perubahan dan menuntut pembersihan birokrasi secara total. Kami tidak ingin Bandung hanya indah di feed media sosial, tapi keropos dan korup di dalamnya,” tutup Adhie.
