Jakarta, JURNAL TIPIKOR– Komisi Pemberantasan Korupsi (KPK) menduga Kepala Dinas Pekerjaan Umum dan Penataan Ruang (PUPR) Provinsi Sumatera Utara nonaktif, Topan Obaja Putra Ginting (TOP), menerima perintah untuk menerima suap dalam kasus dugaan korupsi terkait proyek pembangunan jalan.
Pelaksana Tugas Deputi Penindakan dan Eksekusi KPK, Asep Guntur Rahayu, pada Jumat (25/7) di Jakarta, menyampaikan bahwa pihaknya menduga Topan Obaja Putra Ginting tidak bertindak sendirian.
“Kami juga menduga-duga bahwa TOP ini bukan hanya sendirian. Oleh sebab itu, kami akan lihat ke mana yang bersangkutan berkoordinasi dengan siapa, atau mendapat perintah dari siapa,” ujar Asep.

Penelusuran ini dilakukan dengan menggali informasi melalui keluarga Topan Obaja Putra Ginting, yang merupakan salah satu dari lima tersangka dalam kasus ini.
Asep menegaskan bahwa meskipun Topan Obaja Putra Ginting belum memberikan keterangan, KPK akan terus mencari informasi dari pihak-pihak lain, termasuk dari bukti elektronik yang saat ini sedang dianalisis di laboratorium forensik KPK.
Oleh karena itu, KPK saat ini sedang mendalami dua hal utama dalam penyidikan kasus di Sumatera Utara: alur perintah dan aliran dana terkait tindak pidana korupsi.
“Alur perintahnya tentunya mendahului dari proses tadi kan. Pasti perintahnya dulu kan awalnya, memerintahkan gini-gini, baru dieksekusi. Setelah dieksekusi, baru uangnya dibagikan,” jelas Asep.

Sebelumnya, KPK melakukan Operasi Tangkap Tangan (OTT) pada 26 Juni 2025, terkait kasus dugaan korupsi pada proyek pembangunan jalan di Dinas Pekerjaan Umum dan Penataan Ruang Provinsi Sumut dan Satuan Kerja Pelaksanaan Jalan Nasional Wilayah I Sumut.
Pada 28 Juni 2025, KPK menetapkan lima tersangka dalam kasus yang terbagi menjadi dua klaster ini. Para tersangka tersebut adalah:
- Topan Obaja Putra Ginting (TOP), Kepala Dinas PUPR Sumut nonaktif.
- Rasuli Efendi Siregar (RES), Kepala Unit Pelaksana Teknis Daerah Gunung Tua Dinas PUPR Sumut merangkap Pejabat Pembuat Komitmen (PPK).
- Heliyanto (HEL), PPK di Satuan Kerja Pelaksanaan Jalan Nasional (Satker PJN) Wilayah I Sumut.
- M. Akhirun Efendi (KIR), Direktur Utama PT Dalihan Natolu Group.
- M. Rayhan Dulasmi Piliang (RAY), Direktur PT Rona Na Mora.
Klaster pertama berkaitan dengan empat proyek pembangunan jalan di lingkungan Dinas PUPR Sumut, sementara klaster kedua terkait dua proyek di Satker PJN Wilayah I Sumut. Total nilai keenam proyek di kedua klaster tersebut mencapai sekitar Rp231,8 miliar.
KPK menduga M. Akhirun Efendi dan M. Rayhan Dulasmi Piliang berperan sebagai pemberi dana suap. Sedangkan penerima dana di klaster pertama adalah Topan Obaja Putra Ginting dan Rasuli Efendi Siregar, dan di klaster kedua adalah Heliyanto.
